Salam Demokrasi……!!!

1 Mei 1963 bagi rakyat Papua merupakan awal pendudukan Indonesia di Tanah Papua. Terjadinya penyerahan kekuasaan dari pemerintahan sementara PBB (UNTEA) kepada Indonesia melegitimasi Indonesia untuk menempatkan militernya dalam jumlah besar di Papua Barat. Sesuai perjanjian New York (New York Agreement) 15 Agustus 1962, Indonesia ditugaskan untuk membangun sambil mempersiapkan pelaksanaan Act of Free Choice (Tindakan Pilih Bebas) atau Self Determination (Penentuan Nasib Sendiri).
Kenyataannya, upaya pengkondisian Papua mulai dilakukan militer Indonesia sejak 1963 hingga 1969. Terbukti hasil PEPERA dimenangkan oleh Indonesia, dengan keterlibatan 1.025 orang pemilih dari 800.000 orang Papua yang punya hak untuk memilih. Dua tahun sebelum PEPERA 1969 yaitu 1967 terjadi Kontrak Karya I Freeport Mc Moran Gold and Copper perusahaan tambang emas dan tembaga milik Imperialis Amerika dengan rezim Orba Soeharto. Kontrak ini dilakukan karena Indonesia yakin akan memenangkan PEPERA walaupun dengan cara keji sekalipun, seperti teror, intimidasi dan bahkan pembunuhan sekalipun.
Kehadiran Indonesia tidak serta merta diterima oleh menghendaki kemerdekaan sebagai sebuah negara. Kenyataan ini dibalas oleh Indonesia dengan berbagai operasi militer baik didaerah pesisir Papua maupun daerah pegunungan Papua. Ratusan ribu rakyat Papua tewas akibat kekejaman militer (TNI-Polri) Indonesia. Apalagi paska pemberlakuan Daerah Operasi Militer (DOM) sejak 1977-1998.

Kejahatan Negara Indonesia melalui kaki tanganya militer (TNI-Polri) terus berlanjut hingga dewasa ini. tanggal 8 Desember 2014 Rakyat Papua dikejutkan dengan kebrutalan Aparat Keamanan Indonesia di Paniai, yang menewaskan 4 Orang siswa SMA Negeri 1 Paniai dan belasan lainnya kritis. Kebrutalan berlanjut Pada 6 Januari 2015 di Timika, aparat gabungan militer dan polisi penyisiran kampung Utikini dan mengamankan setidaknya 200 orang, termasuk 48 perempuan dan tiga anak-anak.
Pada tanggal 21 Maret polisi membubarkan paksa kegiatan penggalangan dana kemanusiaan KNPB Yahukimo untuk Bencana Badai POM Vanuatu, yang menewaskan Obagma Senegil dan 4 orang luka-luka akibat tertembak dalam insiden tersebut.

Ironisnya kejahatan kemanusian diatas tanah papua yang secara terus menerus terjadi, namun Negara melalui Brirokrasinya masih dengan keras kepala mendorong agar Mako Brimob di Papua, Kab. Wamena untuk tetap di bangun.

Situasi ini membenarkan bahwa, kehadiran Indonesia dia atas Tanah Papua sejak 1 mei 1963 hingga saat ini, dengan jelas hanya untuk memusnahkan Orang asli Papua (OAP), dengan tujuan untuk menguasai Teritory dan Sumber daya alam papua.
Berdasarkan kenyataan ini, dalam peringatan 53 Tahun Aneksasi Papua kedalam Indonesia, Aliansi Mahasiswa Papua menuntut Rezime JOKOWI-JK I dan Negara-negara Imperialis PBB utnuk segera:

Bubarkan Kodam, Kodim, Korem, Babinsa; Tarik Militer (TNI-Polri) Organik dan Non-Organik dari seluruh Tanah Papua.
Hentikan Eksploitasi dan Tutup seluruh perusahaan milik Kaum Imperialis; Freeport, BP, LNG Tangguh, Corindo, Medco dll
Berikan Kebebasan dan Hak Menentukan Nasib Sendiri Bagi Rakyat Papua sebagai solusi Demokratis
Sebagai Bentuk Perlawanan terhadap IMPERIALISME, Kami dari Aliansi Mahasiswa Papua Mendukung Penuh Perjuangan Buruh di Seluru Dunia

Bandung - - Kamis, 23 April 2015 pada pukul 17.00 WIB, Pasukan Penjaga Presiden (PASPANPRES) berseragam TNI dan intelejen berpakaian sipil telah melakukan penculikan dan penangkapan sewenang-wenang terhadap tiga orang aktivis Aliansi Mahasiswa Papua (AMP), tepatnya di Jl. Otista Bandung Kota.

Piyan Pagawak, Roy Kogoya, dan Aminus Tinal adalah ketiga aktivis AMP tersebut. Pagawak adalah seorang Ketua AMP Komite Kota (KK)Bandung, Kogoya adalah seorang Bendahara KK Bandung, dan Tinal adalah salah satu anggota AMP KK Bandung. Ketiganya adalah mahasiswa asal Papua yang sedang kuliah di Bandung dan di kampus yang berbeda-beda.

Tanpa menunjukan surat penangkapan, tanpa pemberitahuan, dan tanpa bertanya terlebih dahulu PASPANPRES langsung menyereret dengan kasar serta membawa ketiga aktivis AMP ke luar dari badan jalan. PASPANPRES juga melakukan perampasan hak milik ketiga aktivis AMP, yakni:

1) Handphone (3 buah)

2) Dompet (3 buah)

3) Noken Papua (1 buah)

4) Baju kaos bergambar bendera organisasi AMP (1 buah)

5) Buku bacaan umum (2 buah)

6) Buku tulis (3 buah)

7) Ballpoint (3 buah)

Setelah melakukan perampasan hak milik, PASPANPRES membawa ketiga aktivis AMP ke Polsek Kebon Kawung untuk diserahkan ke Polrestabes Kota Bandung. Polrestabes Kota Bandung melakukan penahanan sewenang-wenang selama sembilan jam dengan alasan untuk kepentingan interogasi. Polrestabes Kota Bandung juga tidak memenuhi hak ketiga Aktivis AMP untuk memilih pengacara hukum. Selain itu, Polrestabes Kota Bandung juga melakukan Interogasi terhadap ketiga aktivis AMP tanpa memperoleh haknya untuk mendapat pendampingan hukum selama proses interogasi.

Satu minggu sebelum, PASPANPRES dan intelegen melakukan penculikan, penangkapan, dan perampasan hak milik terhadap tiga aktivis AMP. Selain itu, beberapa polisi dan intelegen terus mendatangi mahasiswa-mahasiswa asal Papua yang tinggal di rumah-rumah, kontrak, dan asrama-asrama Mahasiswa Papua.

 “Apakah mahasiswa-mahasiswa Papua akan melakukan demo saat Konfrensi Asia Afrika (KAA) berlangsung?”

“Apakah Aliansi Mahasiswa Papua akan memobilisasi massa?”

“Apakah ALiansi Mahasiswa Papua  akan mengibarkan bendera Bintang Kejora?”      

“Bagaimana sikap AMP terhadap Konfrensi Asia Afrika yang akan segera dilaksanakan?”

Para polisi dan intelegen melakukan teror dan intimidasi terhadap mahasiswa Papua dengan cara mendatangi rumah-rumah ,kontrak, dan asrama-asrama mahasiswa Papua untuk terus menanyakan pertanyaan-pertanyaan yang sama secara berulang kali. 

Selain itu, seorang aktivis AMP di Komite Pusat (KP) AMP yang namanya tidak mau disebutkan juga merasa tidak nyaman karena terus mendapatkan panggilan masuk lewat handphone dari seorang intelkam untuk menanyakan pertanyaan-pertanyaan yang sama secara berulang kali.

Sementara itu, Lembaga Bantuan Hukum (LBH) Bandung yang melakukan pendampingan hukum terhadap aktivis AMP juga mendapatkan ancaman agar tidak melakukan pendampingan hukum bagi aktivis AMP.

Negara Kesatuan Republik Indonesia (NKRI) sebagai negara anggota dan tuan rumah Konfrensi Asia Afrika (KAA) yang diselenggarakan pada 23 -24 April 2015 di Jalan Asia Afrika – Bandung  membuat Pemerintah Indonesia membiarkan aparat negaranya melakukan represifitas terhadap mahasiswa Papua secara umum, AMP, dan LBH Bandung yang melakukan pendampingan hukum terhadap aktifis AMP.

Tindakan-tindakan represif dan militeristik tersebut merupakan upaya-upya sitematis negara Indonesia dalam melakukan teror dan intimidasi sebagai upaya pembungkaman ruang demokrasi dan pembungkaman terhadap kekritisan mahasiswa Papua dan masyarakat Indonesia pada umumnya.

Aksi Lompat Pagar tiga aktivis AMP ke dalam Kedutaan Besar Australia di Denpasar-Bali pada tanggal 8 Oktober 2013 ketika Konferensi Tingkat Tinggi (KTT) APEC sedang berlangsung, tentu merupakan sebuah pengalaman“buruk” dan tak terlupakan  bagi negara Indonesia.  Aksi Lompat Pagar saat itu bertujuan untuk meminta suaka politik kepada pemerintah dan masyarakat Australia akibat penindasan militer Indonesia yang semakin masif dan terorganisir di tanah Papua.

Melihat dan mengalami penindasan militer yang tak pernah jedah terjadi di seluruh tanah Papua dan di seluruh Indonesia, maka dengan tegas kami Aliansi Mahasiswa Papua menyatakan sikap politik kepada seluruh kaum tertindas di dunia, kepada rezim Jokowi-JK, dan negara-negara anggota KAA bahwa:

1. Aliansi Mahasiswa Papua menolak dan melawan segala bentuk penindasan dan penghisapan terhadap manusia di dunia.

 

2. Aliansi Mahasiswa Papua mendukung penuh kemerdekaan rakyat Palestina.

 

3. Aliansi Mahasiswa Papua mendukung penuh semua perjuangan kemerdekaan bangsa-bangsa lain di seluruh dunia.

 

4. Aliansi Mahasiswa Papua mendukung tanpa syarat penghapusan kolonialisme di dunia.

Sehingga, Aliansi Mahasiswa Papua menuntut kepada Negara Kesatuan Republik Indonesia agar:

1. STOP melakukan penculikan, penangkapan sewenang-wenang terhadap seluruh aktivis Papua dan aktivis pro demokrasi di seluruh wilayah Indonesia!

 

2. STOP melakukan teror dan intimidasi terhadap semua aktivs Aliansi Mahasiswa papua dan aktivis pro demokrasi lainya, seperti LBH Bandung!

 

3. SEKARANG JUGA, hak menentukan nasib sendiri bagi rakyat Papua dan demokrasi yang seluas-luasnya bagi rakyat Indonesia!

 

4. SEGERA, negara-negara anggota Konferensi Asia Afrika (KAA) menghapuskan segala bentuk kolonialisme di wilayah jajahannya masing-masing!

Demikian situasi penindasan militer yang kami alami serta pernyataan sikap politik dan tuntutan Aliansi Mahasiswa Papua.

“TRIKORA 19 Desember 1961 Ilegal, Berikan Kebebasan dan Hak Menentukan Nasib Sendiri Bagi Rakyat Papua Sebagai Solusi Demokratis”

Tanggal 19 Desember 1961, Soekarno mengumandangkan TRIKORA di Alun-Alun Utara Yogyakarta dengan tujuan untuk mengagalkan pembentukan Negara Papua Barat yang telah dideklarasikan pada 1 Desember 1961. 

TRIKORA merupakan ekspresi awal dilakukannya penjajahan Indonesia atas Negara Papua Barat yang faktanya bukan bentukan Belanda.

Realisasi dari isi Trikora, Soekarno sebagai Panglima Besar Komando Tertinggi Pembebasan Irian Barat (Sekarang Papua) mengeluarkan Keputusan Presiden No. 1 Tahun 1962 yang memerintahkan kepada Panglima Komando Mandala, Mayor Jendral Soeharto untuk melakukan operasi militer dengan nama Operasi Mandala ke wilayah Papua Barat untuk merebut wilayah itu dari tangan Belanda.

Akhirnya dilakukan beberapa gelombang Operasi Militer di Papua Barat dengan satuan militer yang diturunkan untuk operasi lewat udara dalam fase infiltrasi seperti Operasi Banten Kedaton, Operasi Garuda, Operasi Serigala, Operasi Kancil, Operasi Naga, Operasi Rajawali, Operasi Lumbung, Operasi Jatayu.

Operasi lewat laut adalah Operasi Show of Rorce, Operasi Cakra, dan Operasi Lumba-lumba. Sedangkan pada fase eksploitasi dilakukan Operasi Jayawijaya dan Operasi Khusus (Opsus).  Melalui operasi ini wilayah Papua Barat diduduki, dan dicurigai banyak orang Papua yang telah dibantai pada waktu itu.

Hingga kini, Militer (TNI-Polri) merupakan alat negara Indonesia yang paling ampuh untuk menghalau gejolak perlawanan Rakyat Papua yang menghendaki kemerdekaan sepenuhnya dari Indonesia. Berbagai kasus pelanggaran terhadap Hak Asasi Manusia (HAM) Rakyat Papua terjadi akibat kebrutalan Militer Indonesia.

Berbagai aksi kebrutalan Militer Indonesia terus berlanjut, pada dekade 1980an-1990an terjadi pembunuhan terhadap tokoh Nasionalis Papua Arnold Clemens Ap pada 26 April 1984 disertai pengungsian besar-besaran ke Papua New Guinea (PNG), kemudian pembunuhan terhadap DR. Thomas Wanggai pada 13 Maret 1996. Pada dekade 2000an terjadi pembunuhan oleh pasukan khusus Tentara Nasional Indonesia (Kopassus) terhadap Ketua Dewan Presidium Papua (PDP) Theys Hiyo Eluay pada 10 November 2001. Dekade 2010 terjadi penembakan kilat terhadap Ketua I Komite Nasional Papua Barat (KNPB), Mako Tabuni pada 14 Juni 2012. Hingga penangkapan terhadap aktivis KNPB Wamena dan penembakan kilat terhadap Kordinator Komisariat Militan KNPB Pusat Hubertus Mabel pada tanggal 16 Desember 2012 di Wamena.

Pada Tanggal 8 Desember 2014 terjadi  pembunuhan Luar biasa di paniai oleh TNI-Polri yang mengakibatkan  22 orang masyarakat sipil diantanya  5 Orang siswa SMA meninggal dunia dan 17 lainya luka-luka kritis.

Dan masih banyak lagi berbagai kasus kejahatan terhadap kemanusian yang dilakukan Militer Indonesai terhadap Rakyat Papua lainnya yang tidak terhitung jumlahnya.

Kenyataan ini membenarkan kehadiran Indonesia di Papua bertujuan untuk menguasai dan menjajah, tidak untuk membangun Rakyat Papua.

Maka, Aliansi Mahasiswa Papua menuntut dan mendesak rezim JOKOWI-JK untuk segera;
1. Berikan Kebebasan dan Hak Menentukan Nasib Sendiri Sebagai Solusi Demokratis Bagi Rakyat Papua.

2. Tarik Militer (TNI-Polri) Organik dan Non-Organik dari Seluruh Tanah Papua Sebagai Syarat Damai.

3. Tutup Freeport, BP, LNG Tangguh dan MNC lainnya Yang Merupakan Dalang Kejahatan Kemanusiaan di Atas Tanah Papua.

Demikian pernyataan sikap ini, kami menyerukan kepada seluruh Rakyat Papua untuk Bersatu dan Berjuang merebut cita-cita Pembebasan Sejati Rakyat dan Bangsa Papua Barat. Dan atas perhatian dan dukungan seluruh Rakyat Papua, kami ucap terima kasih. Tuhan beserta kita.

I direct the course outline why organizations, AMP firmly rejected the idea of ​​dialogue that is being driven by the Papua Peace Network (JDP) and were eventually joined by the Governor of Papua, Luke Enembe are also hoping for a dialogue with the Central government. First, why AMP rejected the idea of ​​dialogue is driven by the Papua Peace Network (JDP) under DR coordinator Fr. Neles Tebay, Pr. The idea of ​​this dialogue came after a long time struggling for the Papuan people demand independence. And is regarded as one of the Papuan problem-solving solutions. According to JDP, prolonged conflict in Papua because of several factors essential issues, including; Papuan Political History of the Act of 1969 Incomplete, Violations of Human Rights (HAM), Injustice Builders and marginalization. In contrast to AMP who see fundamental problems in Papua due; Indonesian Colonialism, Imperialism and Militarism. Certainly different championed solutions for resolving the problems of Papua.

In our opinion, what is raised by JDP is a thesis or doctoral dissertation is trying to be a problem-solving guide, not a result of a sharp and deep analysis about Papua. Why is that? This is because in looking at the history of Papua JDP just rests on the implementation of the Act of 1969 and are not extensively from the early or mid 1960s or earlier years where the initial process of the Papua People's National Identity born.

In addition to the political history of Papua, human rights violations became the focus issue for the JDP. So that human rights issues should be a part of a dialogue. Actually what is expected by JDP? To fight for the human rights of the Papuan people? I ask one question, how many of the human rights violators are brought to justice by the Indonesian courts and the results are really giving a sense of justice for the people of Papua? Especially for Indonesia, those who do the human rights violations are considered "Heroes". All court against violators of human rights in Papua mere formality on the table trial, to show that Indonesia is to appreciate human rights of the Papuan people. In our opinion, human rights violations is the effect of an occupation or colonization were made ​​by Indonesia to maintain its hegemony over Papua. Colonial always hamper the progress in all aspects of life of the people in the colonized areas. In our opinion, the presence or absence of dialogue between the Papuan provincial governments and the central government will not change the resistance of the people of Papua escalation. Because, both the provincial government of Papua and the central government bureaucracy is a series that is currently being invaded Papua.
