    5 West Papuans shot dead in Indonesian military rampage

    11349_10154939986640010_123477179303448014_nFive West Papuan people were shot dead and 12 others injured when Indonesian troops and police fired into a crowd of civilians in the highlands region of Paniai on Monday.

    Local sources quoted by newspaper Suara Papua say the crowd had gathered in Karel Gobay Square in Paniai to protest against a group of Indonesian soldiers, who they say had beaten a 12-year-old boy the previous night.

    A group of boys aged 12 and 13 stopped a military vehicle on Sunday night to complain that it was being driven without headlights.

    Newspaper editor Victor Mambor, from Tabloid Jubi, also quoting local sources, said the boys were living in a small house they had built by the side of the road — a common feature of Christmas celebrations across Papua.

    After the boys had stopped them, the driver and passenger of the military vehicle returned to their base in the village of Madi, and then returned to where the boys were, bringing with them a group of fellow soldiers in trucks. The soldiers then beat at least one of the boys, the local sources said.
    Mr Mambor said that, on Monday morning, a crowd gathered to protest, and attacked a military vehicle, at which point the police and military fired into the crowd, killing five.

    West Papuans unite under a new umbrella group

    Port Vila, Vanuatu

    In a historic gathering of West Papuan leaders in Vanuatu, different factions of the independence movement have united to form a new body called the United Liberation Movement for West Papua (ULMWP).

    This new organisation unites the three main organisations who have long struggled for independence in their own way. By coming together to present a united front, this allows us to re-submit a fresh application for membership of the Melanesian Spearhead Group (MSG) as well as countering Indonesian claims that the West Papuan groups are divided. The negotiations and kastom ceremonies attended by leaders of all the major groups and observed by the chiefs, churches and the government of Vanuatu demonstrates that now we West Papuans are united in one group and one struggle.
    The key groups who have united include the Federal Republic of West Papua (NRFPB); National Coalition for Liberation (WPNCL) and National Parliament of West Papua (NPWP). An external secretariat consisting of five elected members from the various groups will now co-ordinate the ULMWP activities. Octovianus Mote has been elected as General Secretary of the ULMWP while Benny Wenda is the spokesperson and the other three elected members are Rex Rumakiek, Leone Tangahma and Jacob Rumbiak.

    General Secretary Mote said at the close of the unification meeting “I am honoured to be elected and very happy we are now all united. The ULMWP is now the only recognised co-ordinating body to lead the campaign for MSG membership and continue the campaign for independence from Indonesia.”

    The ULMWP wishes to express its profound gratitude to the government of Vanuatu, the Malvatuamuri Council of Chiefs, the Vanuatu Christian Council of Churches and the Pacific Council of Churches who have facilitated the week-long meeting of delegates, who have come from inside West Papua and around the world, to unite after 52 years of struggle.

    Papua New Guinea takes a regional lead in supporting a free West Papua

    Melanesian support for a free West Papua has always been high. Travel throughout Papua New Guinea you will often hear people say that West Papua and Papua New Guinea is ‘wanpela graun’ – one land – and that West Papuans on the other side of the border are family and kin. In the Solomon Islands, Kanaky, Fiji and especially Vanuatu, people will tell you that “Melanesia is not free until West Papua is free”. This was the promise that the late Father Walter Lini, Vanuatu’s first prime minister made.

    Ordinary people in this part of the Pacific are painfully aware that the West Papuan people continue to live under the gun. It is the politicians in Melanesia who have been slow to take up the cause.
    But that may be changing.

    Last Wednesday 6 March 2013, the Right Honorary Powes Parkop, Governor of National Capital District, Papua New Guinea nailed his colours firmly to the mast. In front of a crowd of 3000 people Governor Parkop insisted that “there is no historical, legal, religious, or moral justification for Indonesia’s occupation of West Papua”. Turning to welcome West Papuan independence leader Benny Wenda, who was in Papua New Guinea as part of a global tour, the Governor told Wenda that while he was in Papua New Guinea “no one will arrest him, no one will stop him, and he can feel free to say what he wanted to say.” These are basic rights denied to West Papuans who continue to be arrested, tortured and killed simply because of the colour of their skin. Governor Parkop, who is a member of the International Parliamentarians for West Papua, which now has representatives in 56 countries, then went on to formerly launch the free West Papua campaign. He promised to open an office, fly the Morning Star flag from City Hall and pledged his support for a Melanesian tour of musicians for a free West Papua.

    Governor Parkop is no longer a lone voice in Melanesia calling for change.
    Last year Papua New Guinea’s Prime Minister Peter O’Neill broke with tradition and publicly admonished the Indonesian Government’s response to ongoing state violence, human rights violations and failure of governance in West Papua. Moved by 4000 women from the Lutheran Church O’Neill said he will raise human rights concerns in the troubled territory with the Indonesian government. Now Governor Parkop wants to accompany the Prime Minister on his visits to Indonesia “to present his idea to Indonesia on how to solve West Papuan conflict once and for all.” Well known PNG commentator Emmanuel Narakobi remarked on his blog that Parkop’s multi-pronged proposal for how to mobilise public opinion in PNG around West Papua “is perhaps the first time I’ve heard an actual plan on how to tackle this issue (of West Papua)”. On talk back radio Governor Parkop accused Australian Foreign Minister Bob Carr of not taking the issue of West Papua seriously, of “sweeping it under the carpet.”

    In Vanuatu, opposition parties, the Malvatumari National Council of Chiefs and the Anglican bishop of Vanuatu, Rev. James Ligo are all urging the current Vanuatu government to change their position on West Papua. Rev. Ligo was at the recent Pacific Council of Churches in Honiara, Solomon Islands, which passed a resolution urging the World Council of Churches to pressure the United Nations to send a monitoring team to Indonesia’s Papua region. “We know that Vanuatu has taken a side-step on that (the west Papua issue) and we know that our government supported Indonesia’s observer status on the MSG, we know that. But again, we also believe that as churches we have the right to advocate and continue to remind our countries and our leaders to be concerned about our West Papuan brothers and sisters who are suffering every day.”

    In Kanaky (New Caledonia) and the Solomon Islands West Papua solidarity groups have been set up. Some local parliamentarians have joined the ranks of International Parliamentarians for West Papua. In Fiji church leaders and NGO activists are quietly placing their support behind the cause even while Frank Bainimarama and Fiji’s military government open their arms to closer ties with the Indonesian military. This internationalisation of the West Papua issue is Indonesia’s worst nightmare; it follows the same trajectory as East Timor.

    The West Papuans themselves are also organising, not just inside the country where moral outrage against ongoing Indonesian state violence continues to boil, but regionally as well. Prior to Benny Wenda’s visit to Papua New Guinea, Vanuatu based representatives from the West Papua National Coalition for Independence formerly applied for observer status at this year’s Melanesian Spearhead Group meeting due to be held in Noumea, New Caledonia in June, home to another long running Melanesian self-determination struggle. While in Vanuatu Benny Wenda added his support to that move, calling on Papuans from different resistance organisations to back a “shared agenda for freedom”. A decision about whether West Papua will be granted observer status at this year’ MSG meeting will be made soon.

    In Australia Bob Carr may be trying to pour cold water on growing public support for a free West Papua but in Melanesia the tide is moving in the opposite direction.

    Tuhan Adalah Gembala Kami, patut dinaikan pujian dan syukur oleh karena Kasih-Nya Tuhan yang memberkati perjuangan kita semua secara khusus dalam penulisan laporan ini bisa saya siapkan secara sederhana sebagai informasi bersama. Maka perkenankanlah saya atas nama Departemen Hubungan Luar Negeri Otorita Nasional Papua Barat (Deparlu ONPB/WPNA USA) sekarang yang dikenal sebagai salah satu lembaga ketatanegaraan disebut Departemen Hubungan Luar Negeri Negara Federal Republik Papua Barat Perwakilan Perserikatan Bangsa- Bangsa (Deparlu NFRPB PBB) yang berbasis di USA, melaporkan beberapa hal yang mana isinkan saya memberi judul” Laporan Pendek Jendela Kampanye dan Diplomasi Perjuangan Bangsa Melanesia - Papua Barat di Amerika Serikat sejak tahun 2011 – 2014”, beserta sub judul, “Perjuangan kerja-kerja strategis dari apa yang telah dikerjakan, dan kerja-kerja perjuangan apa yang akan diperjuangkan.

    Sebagaimana yang mungkin telah diketahui oleh kita semua melalui sharing online via FaceBook/
    Twitter saya secara umum, maupun melalui catatan tertutup dari laporan pendek Jendela Diplomasi NFRPB sekarang ini yang mana disiapkan dan dishare terbatas bagi yang menerimanya entah bagi yang membacanya berada di dalam tanah air itu sendiri atau di Exile serta masyarakat internasional pada umumnya.

    I. Kondisi umum perjuangan kampanye Papua Barat di negara Amerika Serikat (USA) dan Perserikatan Bangsa-Bangsa (PBB).

    Negara Amerika Serikat yang mendeklarasikan hari kemerdekaannya pada 4 Juli 1776 dan diakui pada 3 September 1783. Tahun 2014, data statistik kepadatan penduduk di seluruh dunia menyebutkan bahwa sejak dari berdirinya negara Amerika Serikat hingga hari ini telah memiliki jumlah penduduk ratusan juta lebih besar bila dibandingkan dengan kepadatan penduduk negara Indonesia.

    Sehubungan dengan perjuangan panjang rakyat Papua Barat hari ini, tentu pula kita semua sepakat bersama-sama bahwa peran administrasi pemerintah Washington DC sangatlah penting sehingga konflik panjang diantara kekuasaan kolonialisme politik Indonesia dan kerinduan perjuangan pembebasan rakyat Papua Barat untuk berpemerintahan sendiri (Self Determination) hendaknya menjadi perhatian pemerintah USA dan sekiranya dapat ditinjau kembali status politik Papua Barat didalam mekanisme PBB. Demikianpun target lobbying yang mendesak dimana kita semua ingin capai dalam harapan dan doa rakyat Papua Barat termasuk bersama teman-teman advokasi di US, kami sebutkan perjuangan lebih kurang 50 tahun Papua Barat berjuang selama ini membutuhkan resolusi atau Washington Solution yang pro Demokrasi, Keadilan dan Pembebasan bagi rakyat bangsa Melanesia Papua Barat di hari ini dan waktu terdesak mendatang.

    Bagaimanapun, hingga dalam penulisan laporan pendek ini, patut diakui bahwa perjuangan Papua Barat hari ini sedang terus diperjuangkan meskipun dapat dirasakan pemberitaan media massa US baik itu disebut media online, cetak, tv maupun radio untuk mengcover perjuangan Papua Barat di benua besar ini sangatlah minim sekali atau sama sekali tidak ada. Dengan kata lain, apabila berita perjuangan tentang Papua Barat minimalnya bisa terkover, maka itu akan menjadi proses pembelajaran konsumsi publik bagi penduduk Amerika Serikat pada umumnya. Realitasnya, berita Media kecil presentasenya atau sama sekali tidak termuat mengcover berita-berita tentang Papua Barat apabila dibandingkan dengan perjuangan kampanye berbagai media di benua Australia dan wilayah Pacific khususnya. Hal inipun disebabkan oleh beberapa alasan yang diamati disini dan saya menilai bahwa hal tersebut tidak dijelaskan di dalam penulisan lembaran laporan ini. Bagaimanapun, sebagai orang Papua Barat yang berjuang kita tetap memiliki rasa optimis yang tinggi dan terus bekerja keras untuk mendapatkan simpati dan memohon dukungan pemerintah US administrasinya President Barack Obama di Washington, DC demi dan berpihak pada perjuangan bangsa rakyat Papua Barat yang berjuang ditanah air dan kelanjutan advokasi termasuk lobbying internasional ke kota New York dimana organisasi internasional PBB ini berlokasi.

    PAPUAN, Jayapura ---Puluhan pemuda dan mahasiswa yang tergabung dalam Aliansi Mahasiswa Papua (AMP) Komite Kota Bogor, Selasa (1/7/2014) siang tadi, melakukan aksi demonstrasi damai peringati hari lahirnya proklamasi kemerdekaan Papua Barat, 1 Julli 1971 silam.

    "Kami menuntut Indonesia, Amerika, Belanda dan PBB untuk mengakui kedaulatan negara Papua Barat yang pernah merdeka pada tanggal 1 Desember 1961 di Holandia, dan diproklamasikan pada tanggal 1 Juli 1971  yang dikumandangkan oleh Brigjend Zeth Jafet Rumkorem di Desa Waris, Victoria Papua Barat,”

    Koordinator aksi, Yosias Iyai menjelaskan, pukul 09.00 WIB massa berkumpul di depan pintu III Kebun Raya Bogor untuk long march menuju Tugu Kujang yang terletak di jantung Kota Bogor.

    Dalam seruan aksi, kata Yosias, telah disepakati bentuk aksi berupa long march. Mengambil rute dan titik aksi akan keliling kebun raya Bogor dan tugu kujang, dengan tema aksi hak menentukan nasib sendiri solusi demokratis bagi Rakyat Papua Barat.

    “Saya mewakili kawan-kawan seperjuangan AMP Komite Kota Bogor menegaskan segera berikan kebebasan dan hak menentukan nasip sendiri sebagai solusi bagi demokratis bagi masalah status politik Papua Barat.”

    “Segera menutup dan menghentikan aktivitas eksploitasi dari semua perusahaan yang ada di tanah Papua, terutama PT. Freeport Indonesia dan segera menarik militer Indonesia dari bumi Papua,” tegas Yosias.

    Adolphina Tekege, mewakili perempuan Papua menegaskan, “Kami perempuan Papua tidak merasa diri kami rendah, tetapi kami terlibat dalam perjuangan Bangsa Papua ini karena kami tahu bahwa demi tanah Papua kaum perempuan dibunuh, diperkosa dengan seenaknya.”

    “Kita juga tahu bahwa setiap generasi anak Bangsa Papua yang lahir dari kandungan mama-mama Papua sudah mengetahui bahwa NKRI harus dilawan, dan perjuangan bangsa Papua harus diperjuangkan hingga titik darah penghabisan,” tegas mahasiswa salah satu perguruan tinggi di Bogor ini.

    Ketua AMP Komite Kota Bogor, Samuel Nawipa menuturukan, bertepatan dengan HUT Proklamasi Kemerdekaan Papua Barat ke-43, AMP tetap pada posisi, bahwa NKRI adalah musuh abadi dan akan terus dilawan.

    “Kami tetap akan melawan, menuntut NKRI, Amerika, Belanda dan PBB untuk segera mengembalikan kedaulatan bangsa Papua Barat yang telah dicapolok.”

    “Kehadiran NKRI di tanah Papua adalah Ilegal. Manipulasi sejarah Bangsa Papua barat melalui Penentuan Pendapat Rakyat (PEPERA) tahun 1969 oleh Indonesia, Belanda, Amerika dan PBB adalah ilegal,” tegas Samuel.

    Usai puas berorasi sekitar tiga jam, koordinator aksi kemudia membacakan pernyataan sikap. Aksi ditutup dengan doa oleh seorang  mahasiswa, kemudian massa membubarkan diri dengan tenang.

    26 November 2012Jayapura: Alius Asso, the deputy chairman of SHDRP,  the Papuan Civil Society Organisation for Solidarity, Law and Human Rights, has urged the police to use persuasive methods on 1 December when demonstrations will take place to mark the anniversary of 1 December.
    Asso said that on that day, there will be actions by indigenous groups in seven regions that claim to be part of the Federated Republic of West Papua  in Mamta, Saireri, Bomberay, Domberay, Me Pago, Ha Amin and several other places, which will take the form of prayer meetings or flag ceremonies.
    However, Asso said that it was not possible for him to tell groups not to wave the Morning Star flag  ‘because they have every right to do so’.
    He said that it was up to the security force to act in a professional way during these coming events. Demonstrations on 1 December have become a regular annual feature for Papuan people to  commemorate this historic day and this has been going on for many years.
    ‘The police should act wisely and professionally. They should avoid repressive actions. If they fail to do so, there will be many victims among the Papuan people . In Sentani, it is likely that  the event will take place at the grave of [the assassinated Papuan leader] Theys Eluay with prayers being said.’ But Asso said  he was not sure what would happen in Jayapura.
    The chief of police for Papua, Inspector-General Tito Karnavian has said that the army (TNI) and the police will be out guarding the areas because this is an integral part of their duties.. But Asso said that they should not resort to the use of violence. ‘If the demonstrators only intend to say prayers, why should this be banned by the security forces?’
    He went on to say that the spirit of democracy is developing and people are expressing their aspirations in peaceful ways, but if the State goes on silencing democracy, it will be responsible for closing down the space for democracy and there will be yet more injustices and human right abuses.
    ‘Everyone agrees about the need for security and moreover there is a law in force which guarantees protection for the citizens. And this is quite clear in the first article of the 1945 constitution.’
