Pita merah dan hitam didistribusikan oleh Konferensi Pasifik Gereja dan Jaringan Pasifik Globalisasi.

"Gereja Methodist di Fiji adalah anggota berkomitmen dari kedua Konferensi Pasifik Gereja dan Fiji Council of Churches," kata juru bicara gereja Pendeta James Bhagwan.

"Dengan demikian kami mendukung panggilan untuk akhir pelanggaran HAM di Tanah Papua, untuk, pemberdayaan ekonomi dan sosial politik mereka dan untuk menentukan nasib sendiri.

"Kami berdiri dalam solidaritas dengan saudara-saudara kita, saudara perempuan dan anak-anak dari Tanah Papua.

"Kami telah menerima seruan mereka dan kami akan echo dan berbicara kebenaran ini berkuasa."

Dia juga mengatakan bahwa mereka mendukung kerja PCC pada masalah Papua Barat dan memandang ke depan untuk bekerja dalam kemitraan dengan mereka untuk mengaktifkan penentuan nasib sendiri dalam arti sepenuhnya untuk rakyat Tanah Papua.

Jayapura, MELANESIAPOST -- Bangsa Papua di tanah Papua melalui perwakilannya, United Liberation Movement for West Papua (ULMWP) atau persatuan Pergerakan Pembebasan untuk Papua Barat, mengajukan aplikasi permohonan untuk menjadi anggota penuh Melanesian Spearhead Group (MSG), Rabu (15/02/2015) di Port Vila, Vanuatu.

Juru Bicara ULMWP, Benny Wenda, melalui rilis resminya menjelaskan kronologi prosesi Bangsa Papua menyerahkan aplikasi keanggotaan melalui ULMWP ke forum MSG.

Delegasi ULMWP adalah representasi dari bangsa Papua. Di ULMWP, telah bergabung tiga (3) organisasi perjuangan faksi bangsa Papua; Republik Federal Papua Barat, Parlemen Nasional Papua Barat dan Koalisi Nasional Papua Barat untuk Pembebasan.

Delegasi ULMWP disambut musisi Vanuatu saat memasuki kantor MSG dan disambut dengan upacara adat Vanuatu, Cava. Sementara itu, Kepala Dewan Nasional Republik Vanuatu memimpin delegasi ULMWP memasuki kantor MSG.

MSG sendiri menyambut delegasi Papua dengan membentangkan spanduk, "Selamat datang saudara-saudara kita dari Papua Barat."

Sekretaris Jenderal ULMWP, Oktovianus Mote, telah secara resmi menyerahkan permintaan aplikasi rakyat Papua untuk menjadi anggota penuh MSG, dan diterima oleh Direktur Jenderal MSG, Peter Forau.

Mote pada kesempatan ini menegaskan komitmen bangsa Papua untuk kebebasan, yang diwujudkan oleh persatuan seluruh elemen perjuangan pembebasan rakyat Papua di hadapan MSG.

"Hari ini, hati rakyat Papua bersama dengan kami mengajukan permohonan untuk keanggotaan dengan harapan besar diterima oleh keluarga Melanesia. Kami percaya bahwa kami telah memenuhi kriteria seperti yang diminta oleh MSG dan kami percaya MSG akan memproses aplikasi kami," pidato Mote dalam sesi penyampainnya.

Peristiwa bersejarah ini, jelas Oktovianus Mote, juga bertepatan dengan ulang tahun ke-160 Injil masuk ke tanah di Papua, dimana Firman Allah telah menjadi cahaya yang memimpin bangsa Papua.

"Sama seperti misionaris membawa cahaya, jadi kami berharap bahwa MSG akan membantu kita menemukan cahaya yang menuntun kita untuk kebebasan suatu hari nanti," harap Sekjen UMLWP ini.

Sementara juru bicara ULMWP, Benny Wenda, yang sebelumnya adalah kepala Free West Papua Campaign yang membentuk IPWP dan ILWP dengan kantor kampanye Papua di berbagai negara, menegaskan, keanggotaan masyarakat Papua di MSG didesak untuk menumbuhkan harapan baru.

Wenda menilai keadaan bangsa Papua di Indonesia mengkhawatirkan untuk masa yang akan datang.

"Kami percaya ini merupakan hal yang mendesak untuk diselesaikan. Karena kekejaman yang sedang berlangsung di Papua yang dilakukan oleh militer yang semakin banyak dan transmigrasi, serta bentuk lain dari kolonialisme membuat Papua diperkirakan hanya 28% sisanya dari total penduduk pada tahun 2020," kata Wenda.

Menurut Benny Wenda, sejak terpilihnya pemerintahan baru di Indonesia, yang dilihat adalah peningkatan kehadiran militer Indonesia dan intimidasi, pembunuhan, dan perusahaan asing yang leluasa beroperasi di tanah Papua.

"Jadi, kami menaruh harapan dan kepercayaan kita pada sesama Melanesia (MSG) untuk mengakui perjuangan rakyat Papua. Kami tidak hanya membela tanah air kita (Papua), tetapi juga membela (ras) Melanesia," ujar Benny Wenda.

Edison Waromi, salah satu deklarator ULMWP, yang sebelumnya adalah Perdana Menteri Republik Federal Papua Barat, mengaku bahagia.

"Hari ini kami bahagia. Perlawanan Papua telah bersatu di bawah kepemimpinan ULMWP dan sekarang satu-satunya kelompok yang diakui, dan sekarang datang untuk berlaku untuk menjadi anggota MSG. Kami meminta saudara Melanesia di Pasifik tidak meninggalkan rakyat Papua," kata Waromi. (Admin/MP.AMP)

5 West Papuans shot dead in Indonesian military rampage

Five West Papuan people were shot dead and 12 others injured when Indonesian troops and police fired into a crowd of civilians in the highlands region of Paniai on Monday.

Local sources quoted by newspaper Suara Papua say the crowd had gathered in Karel Gobay Square in Paniai to protest against a group of Indonesian soldiers, who they say had beaten a 12-year-old boy the previous night.

A group of boys aged 12 and 13 stopped a military vehicle on Sunday night to complain that it was being driven without headlights.

Newspaper editor Victor Mambor, from Tabloid Jubi, also quoting local sources, said the boys were living in a small house they had built by the side of the road — a common feature of Christmas celebrations across Papua.

After the boys had stopped them, the driver and passenger of the military vehicle returned to their base in the village of Madi, and then returned to where the boys were, bringing with them a group of fellow soldiers in trucks. The soldiers then beat at least one of the boys, the local sources said.
Mr Mambor said that, on Monday morning, a crowd gathered to protest, and attacked a military vehicle, at which point the police and military fired into the crowd, killing five.

West Papuans unite under a new umbrella group

Port Vila, Vanuatu

In a historic gathering of West Papuan leaders in Vanuatu, different factions of the independence movement have united to form a new body called the United Liberation Movement for West Papua (ULMWP).

This new organisation unites the three main organisations who have long struggled for independence in their own way. By coming together to present a united front, this allows us to re-submit a fresh application for membership of the Melanesian Spearhead Group (MSG) as well as countering Indonesian claims that the West Papuan groups are divided. The negotiations and kastom ceremonies attended by leaders of all the major groups and observed by the chiefs, churches and the government of Vanuatu demonstrates that now we West Papuans are united in one group and one struggle.
The key groups who have united include the Federal Republic of West Papua (NRFPB); National Coalition for Liberation (WPNCL) and National Parliament of West Papua (NPWP). An external secretariat consisting of five elected members from the various groups will now co-ordinate the ULMWP activities. Octovianus Mote has been elected as General Secretary of the ULMWP while Benny Wenda is the spokesperson and the other three elected members are Rex Rumakiek, Leone Tangahma and Jacob Rumbiak.

General Secretary Mote said at the close of the unification meeting “I am honoured to be elected and very happy we are now all united. The ULMWP is now the only recognised co-ordinating body to lead the campaign for MSG membership and continue the campaign for independence from Indonesia.”

The ULMWP wishes to express its profound gratitude to the government of Vanuatu, the Malvatuamuri Council of Chiefs, the Vanuatu Christian Council of Churches and the Pacific Council of Churches who have facilitated the week-long meeting of delegates, who have come from inside West Papua and around the world, to unite after 52 years of struggle.

Rocks of Papua hope

AT next month's Melanesian Spearhead Group meeting in New Caledonia, leaders from Melanesia will be asked to respond to the cry for liberation by their brothers and sisters in West Papua.

For the past half century the people of West Papua have struggled for their call for self-determination to be heard and responded to.

When Dutch colonial rule ended on December 1, 1961, they agreed to grant West Papua self-rule.

When the Dutch left, they handed West Papua over to the United Nations and then to Jakarta, in a transfer agreement which stipulated that West Papuans would be able to decide within six years whether to accept incorporation into Indonesia.

Many West Papuans saw the Dutch departure as a chance for complete independence. But within a year, forces from Jakarta had annexed the region and claimed it as part of Indonesia

This opportunity came and went — and many Papuans, as well as human rights groups, have questioned why the region has still not been allowed a vote for independence.

From the time Jakarta first annexed the province, there have been sporadic clashes between poorly armed independence supporters and Indonesian security forces. Over the years there have been serious abuses committed by the Indonesian security forces. Accusations of torture and rape persist.

The Free West Papua Campaign website claims: "Over 500,000 civilians have been killed in genocide against the indigenous population. Thousands more have been raped, tortured, imprisoned or 'disappeared' after being detained. Basic human rights such as freedom of speech are denied and Papuans live in a constant state of fear and intimidation."

Last year, Papua New Guinea's Prime Minister Peter O'Neill broke with tradition and publicly admonished the Indonesian government's response to continuing state violence, human rights violations and failure of governance in West Papua. Moved by 4000 women from the Lutheran Church, O'Neill said he would raise human rights concerns in the troubled territory with the Indonesian government.

The Pacific Media Centre notes "Melanesian support for a free West Papua has always been high. Travel throughout Papua New Guinea and you will often hear people say that West Papua and Papua New Guinea is "wanpela graun" — one land — and West Papuans on the other side of the border are family and kin. Earlier this year politicians in Papua New Guinea also were heard to lend their voice to the cause of a free West Papua.

According to the Pacific Media Centre in Auckland, Powes Parkop, Governor of the Papua New Guinea's National Capital District, recently insisted that "there is no historical, legal, religious, or moral justification for Indonesia's occupation of West Papua".

Governor Parkop, who is a member of the International Parliamentarians for West Papua, which now has representatives in 56 countries, then went on to formerly launch the free West Papua campaign.

In April, West Papua National Coalition for Liberation visited Noumea and presented its official application for full MSG membership to Victor Tutugoro, the executive of the FLNKAS and the incoming MSG chairman.

According to Radio New Zealand, "New Caledonia's pro-independence FLNKS has pledged its full support for the cause of the West Papuan people for freedom and independence".

Mr Tutugoro said the MSG is only for Melanesia and Liberation Movements within it, and the FLNKS leadership would be happy to welcome West Papua as a new member in the Melanesian family. Last week, Solomon Islands' Prime Minister Gordon Darcy Lilo met officials from the West Papuan National Coalition for Liberation (WPNCL) in Honiara.

According to the Solomon Star newspaper, during the meeting Mr Lilo "expressed his support for the West Papuan agenda to be discussed at the MSG level. He said this would be included in the next Melanesian Spearhead Group Summit". Mr Lilo said he was aware of the West Papuan struggles, which is now more than 50 years.

Vice chairman of the West Papuan National Coalition for Liberation, Dr Otto Ondawame, expressed his delight after the assurance by PM Lilo. Dr Ondawame said given the important role that MSG plays in regional politics it is vital that the West Papuan issue is discussed at the leadership level.

He said they were also rallying for support in Melanesia and beyond to ensure that their West Papuan issue was discussed at all opportunities available at the regional and international level.

Support from the Solomons and Kanaky seem to be part of a changing tide of political engagement within Melanesian countries on the issue of independence for West Papua.

In Vanuatu, opposition parties, the Malvatumari National Council of Chiefs and the Anglican bishop of Vanuatu, Reverend James Ligo have been urging the Vanuatu government to change its position on West Papua.

Last month Vanuatu PM Moana Carcasses and Deputy PM and Minister of Foreign Affairs Edward Nipake Natapei pledged Vanuatu's support for the West Papua request to grant and admit West Papua as an observer status to the MSG.

The issue of West Papua's Independence was also on the agenda of this year's Pacific Conference of Churches General Assembly in Honiara, Solomon Islands. The PCC Assembly resolved to address human rights abuse and independence in West Papua. It will incorporate the human rights situation in West Papua as a strong focal point of PCC's programmatic work on self-determination for non-self-governing territories and communities and peoples who yearn to be free. Pacific churches will designate an annual Freedom Sunday to pray for island countries and people who are not free.

Given our nation's close bond with Papua New Guinea and leadership role in Melanesia, yet at the same time, its recent strengthening of ties with Indonesia, Fiji's leadership may have to look beyond the short term and the government's own interests to support the cause of West Papuans who only ask for the same rights that the current draft constitution aims to provide for Fijians. The late Father Walter Lini, Vanuatu's first prime minister, once said "Melanesia is not free until West Papua is free". The cry of West Papuans continues to be, if not now, when?

As the people of Oceania — Melanesia, Polynesia and Micronesia to continue struggle for control of their destiny, the plight of West Papua and Maohi Nui (in what is known as French Polynesia) are reminders that liberty, justice and peace are not just ideals but are non-negotiables for every human being. They are rocks from which islands of hope grow.

Those who physically or spiritually join in the weekly Peace Vigil at Suva's Holy Trinity Cathedral every Thursday between 12.30pm to 1.30pm may wish to spend some time reflecting on West Papua as we reflect on our own political journey.

Melanesian support for a free West Papua has always been high. Travel throughout Papua New Guinea and you will often hear people say that West Papua and Papua New Guinea is ‘wanpela graun’ – one land – and that West Papuans on the other side of the border are family and kin.
In the Solomon Islands, Kanaky, Fiji and especially Vanuatu, people will tell you that “Melanesia is not free until West Papua is free”. This was the promise that the late Father Walter Lini, Vanuatu’s first prime minister made.

Ordinary people in this part of the Pacific are painfully aware that the West Papuan people continue to live under the gun. It is the politicians in Melanesia who have been slow to take up the cause.
But that may be changing. Earlier this month, Powes Parkop, Governor of the Papua New Guinea’s National Capital District, nailed his colours firmly to the mast.

In front of a crowd of 3000 people, Governor Parkop insisted that “there is no historical, legal, religious, or moral justification for Indonesia’s occupation of West Papua”. Turning to welcome West Papuan independence leader Benny Wenda, who was in Papua New Guinea as part of a global tour, the governor told Wenda that while he was in Papua New Guinea “no one will arrest you, no one will stop you, and you can feel free to say what you want to say”. These are basic rights denied to West Papuans who continue to be arrested, tortured and killed simply because of the colour of their skin.

Governor Parkop, who is a member of the International Parliamentarians for West Papua, which now has representatives in 56 countries, then went on to formerly launch the free West Papua campaign.
He promised to open an office, fly the Morning Star flag from City Hall and pledged his support for a Melanesian tour of musicians for a free West Papua.

Governor Parkop is no longer a lone voice in Melanesia calling for change.
Last year, Papua New Guinea’s Prime Minister Peter O’Neill broke with tradition and publicly admonished the Indonesian government’s response to ongoing state violence, human rights violations and failure of governance in West Papua.

Now Governor Parkop wants to accompany the Prime Minister on his visits to Indonesia “to present his idea to Indonesia on how to solve West Papuan conflict once and for all.”
Well known PNG commentator Emmanuel Narakobi remarked on his blog that Parkop’s multi-pronged proposal for how to mobilise public opinion in PNG around West Papua “is perhaps the first time I’ve heard an actual plan on how to tackle this issue (of West Papua)”.

On talk back radio, Governor Parkop accused Australian Foreign Minister Bob Carr of not taking the issue of West Papua seriously, of “sweeping it under the carpet.”
In Vanuatu, opposition parties, the Malvatumari National Council of Chiefs and the Anglican bishop of Vanuatu, Rev James Ligo are all urging the current Vanuatu government to change their position on West Papua.

Rev Ligo was at the recent Pacific Council of Churches in Honiara, Solomon Islands, which passed a resolution urging the World Council of Churches to pressure the United Nations to send a monitoring team to Indonesia’s Papua region.

“We know that Vanuatu has taken a side-step on that (the West Papua issue) and we know that our government supported Indonesia’s observer status on the MSG, we know that.
“But again, we also believe that as churches we have the right to advocate and continue to remind our countries and our leaders to be concerned about our West Papuan brothers and sisters who are suffering every day.”
In Kanaky (New Caledonia) and the Solomon Islands, West Papua solidarity groups have been set up. Some local parliamentarians have joined the ranks of International Parliamentarians for West Papua.
In Fiji, church leaders and NGO activists are quietly placing their support behind the cause even while Frank Bainimarama and Fiji’s military government open their arms to closer ties with the Indonesian military. This internationalisation of the West Papua issue is Indonesia’s worst nightmare; it follows the same trajectory as East Timor.

The West Papuans themselves are also organising, not just inside the country where moral outrage against ongoing Indonesian state violence continues to boil, but regionally as well.
Prior to Benny Wenda’s visit to Papua New Guinea, Vanuatu-based representatives from the West Papua National Coalition for Independence formerly applied for observer status at this year’s Melanesian Spearhead Group meeting due to be held in Noumea, New Caledonia in June, home to another long running Melanesian self-determination struggle.

While in Vanuatu Benny Wenda added his support to that move, calling on Papuans from different resistance organisations to back a “shared agenda for freedom”. A decision about whether West Papua will be granted observer status at this year’s MSG meeting will be made soon.

In Australia, Bob Carr may be trying to pour cold water on growing public support for a free West Papua but in Melanesia the tide is moving in the opposite direction.

Dukungan Melanesia untuk Pembebasan Papua Barat selalu tinggi. Berjalan di seluruh Papua Nugini Anda akan sering mendengar orang berkata bahwa Papua Barat dan Papua Nugini adalah “Wanpela Graun” – satu tanah – dan bahwa Papua Barat di sisi lain perbatasan adalah keluarga dan kerabat.

Di Kepulauan Solomon, Kanaky, Vanuatu dan Fiji orang akan memberitahu Anda bahwa “Melanesia belum bebas sampai Papua Barat bebas”. Masyarakat di bagian Pasifik ini sangat menyadari bahwa orang Papua Barat terus hidup di bawah ancaman senjata.

Rabu terakhir 6 Maret 2013, Powes Parkop, Gubernur Distrik Ibu Kota Nasional, Papua Nugini menancapkan “warna” nya tegas ke “tiang”. Di depan kerumunan 3000 orang Gubernur Parkop menegaskan bahwa “tidak ada pembenaran, sejarah hukum, agama, atau moral bagi pendudukan Indonesia di Papua Barat”.

Menyambut pemimpin Papua, Benny Wenda, yang berada di Papua New Guinea sebagai bagian dari tur global, Gubernur mengatakan bahwa saat Wenda berada di Papua New Guinea, “tidak ada yang akan menangkapnya, tidak ada yang akan menghentikannya, dan ia dapat merasa bebas untuk mengatakan apa yang ingin ia katakan. ” Ini merupakan hak dasar yang ditolak di Papua Barat, yang terus menerus ditangkap, disiksa dan dibunuh hanya karena warna kulit mereka.

Gubernur Parkop, yang merupakan anggota dari Parlemen Internasional untuk Papua Barat, yang kini memiliki perwakilan di 56 negara, melanjutkan kegiatannya dengan meluncurkan kampanye Pembebasan Papua Barat. Tahun lalu Perdana Menteri Papua Nugini, Peter O’Neil “merusak” tradisi hubungan dengan Indonesia setelah mengingatkan publik dengan memberikan respon terhadap Pemerintah Indonesia atas kekerasan negara yang sedang berlangsung, pelanggaran hak asasi manusia dan kegagalan pemerintahan. Tergerak oleh 4000 perempuan dari Gereja Lutheran, O’Neill mengatakan kekhawatirannya tentang HAM terhadap pemerintah Indonesia.

Sekarang Gubernur Parkop ingin menemani Perdana Menteri dalam kunjungan ke Indonesia untuk mempresentasikan gagasannya kepada Indonesia tentang cara memecahkan konflik Papua Barat sekali dan untuk semua.

Komentator terkenal PNG, Emmanuel Narakobi berkomentar di blog-nya tentang usulan pendekatan multi-cabang dari Parkop, bagaimana memobilisasi opini publik di PNG tentang Papua Barat. “Mungkin adalah pertama kalinya saya mendengar rencana yang sebenarnya tentang bagaimana mengatasi masalah ini (Papua Barat)”. Melalui radio Gubernur Parkop menuduh Menteri Luar Negeri Australia Bob Carr tidak serius menangani isu Papua Barat, melainkan “membersihkannya di bawah karpet.”

Di Vanuatu, partai-partai oposisi, Malvatumari Nasional Dewan Chiefs dan uskup Anglikan dari Vanuatu serta Pendeta James Ligo mendesak pemerintah Vanuatu untuk mengubah posisi mereka terhadap isu Papua Barat. Ligo baru-baru ini berada di Sidang Dewan Gereja Pasifik di Honiara, Kepulauan Solomon, yang mengeluarkan sebuah resolusi mendesak Dewan Gereja Dunia untuk menekan PBB untuk mengirim tim pemantau ke wilayah Papua Indonesia.

“Kita tahu bahwa Vanuatu telah mengambil sisi-langkah itu (masalah Papua Barat) dan kita tahu bahwa pemerintah kita mendukung status pengamat di Indonesia pada MSG (Melanesian Spearhead Group), kita tahu itu. Tapi sekali lagi, kami juga percaya bahwa sebagai gereja kami memiliki hak untuk mengadvokasi dan terus mengingatkan negara-negara dan para pemimpin kita untuk khawatir tentang saudara-saudara Papua Barat kami yang menderita setiap hari.” kata Ligo.

Masyarakat Papua Barat juga mengorganisir diri mereka, bukan hanya di dalam negeri di mana kemarahan moral terhadap kekerasan negara Indonesia yang sedang berlangsung, tetapi juga di regional. Sebelum kunjungan Benny Wenda ke Papua Nugini, perwakilan Koalisi Nasional Papua Barat untuk Kemerdekaan yang berbasis di Vanuatu resmi diajukan untuk mendapatkan status pengamat di MSG dalam pertemuan MSG tahun ini yang dijadwalkan akan digelar di New Kaledonia pada bulan Juni. New Caledonia, tentu saja, adalah rumah lain dari perjalanan panjang perjuangan penentuan nasib sendiri bangsa-bangsa Melanesia. Di Vanuatu Benny Wenda menambahkan dukungan untuk langkah tersebut, dengan menyerukan pada organisasi perlawanan Papua yang berbeda untuk mendukung “agenda bersama untuk kebebasan”. Sebuah keputusan tentang apakah Papua Barat akan diberikan status pengamat pada pertemuan MSG tahun ini akan dilakukan secepatnya.

Di Australia Bob Carr mungkin mencoba untuk meredam semakin besarnya dukungan publik untuk Pembebasan Papua Barat tapi di Melanesia arus bergerak ke arah yang berlawanan.*

Vanuatu - Vanuatu's new Prime Minister, Moana carcasses Kalosil said he would be smothered and encourage West Papua to be registered as a permanent member in the Melanesian Spearhead Groups (MSG). Told Radio New Zealand international today (5/4), Moana also said that the increased support for the right of self-determination for West Papua will be announced nationally in the statement of work plan of 100 days in office.

"It's time to recognize the struggle of West Papua, someone should do something about it. We can not just close my eyes and refused, saying that nothing is going on there, because there are many human rights issues going on there. We want West Papua became a full member of the Melanesian Spearhead Group - this is something that we will lobby ", said radio Koloran RNZI.

Moana carcasses Kalosil who is also a member of the International Parliamentarians for West Papua (IPWP) said the Government was going to end or terminate the agreements made between the previous government and Indonesia where Vanuatu receive assistance from the police and the Indonesian military. Not only that, Morris also said that it would establish a special unit at the Ministry of Foreign Affairs which focuses on the problem of West Papua. (Wd)

Fijians raise the flag for West Papua

Although the fight for freedom for West Papua is far from our own shores, a group of local supporters have shown their solidarity towards the West Papua cause.

A vigil with special flag raising ceremony was held this morning by local supporters.

The West Papua struggle is a cause this group believes needs support locally and in the region.

“Well today is part of the global action of raising the morning star, the symbol of west Papua. In West Papua, to raise this flag, would almost mean a death sentence and has done for many people. And its just a way of those of us in Fiji, showing our solidarity
with those in West Papua,” Rev James Baghwan, Movement Supporter.

Baghwan says the movement small as it seems, have the support of the Fiji Council of Churches, Pacific Conference of Churches and the Methodist Church which sympathise with the cause.

“This is something, I think that people should start to acept in this current situation. Its very important that we understand of course that the issue with West Papua is a very wide, broad spectrum issue, it is about self determination in the fuller sense in terms of political independence, but also economic, education, health care and the struggle of the people of West Papua.”

Baghwan says the struggle now have a future voice all because of these youths

“And we are very happy to support our young people of Fiji; who are aware of the situation and are willing to raise morw awareness by doing this event, so we are happy to be part of the peace vigil and be with them as they raise this flag.”

Ten years ago in 2004, the UK based Free West Papua Campaign was set up by exiled West Papua leader Benny Wenda to encourage the UN to hold an Independence Referendum in West Papua.

PAPUAN, Jayapura ---Puluhan pemuda dan mahasiswa yang tergabung dalam Aliansi Mahasiswa Papua (AMP) Komite Kota Bogor, Selasa (1/7/2014) siang tadi, melakukan aksi demonstrasi damai peringati hari lahirnya proklamasi kemerdekaan Papua Barat, 1 Julli 1971 silam.

"Kami menuntut Indonesia, Amerika, Belanda dan PBB untuk mengakui kedaulatan negara Papua Barat yang pernah merdeka pada tanggal 1 Desember 1961 di Holandia, dan diproklamasikan pada tanggal 1 Juli 1971  yang dikumandangkan oleh Brigjend Zeth Jafet Rumkorem di Desa Waris, Victoria Papua Barat,”

Koordinator aksi, Yosias Iyai menjelaskan, pukul 09.00 WIB massa berkumpul di depan pintu III Kebun Raya Bogor untuk long march menuju Tugu Kujang yang terletak di jantung Kota Bogor.

Dalam seruan aksi, kata Yosias, telah disepakati bentuk aksi berupa long march. Mengambil rute dan titik aksi akan keliling kebun raya Bogor dan tugu kujang, dengan tema aksi hak menentukan nasib sendiri solusi demokratis bagi Rakyat Papua Barat.

“Saya mewakili kawan-kawan seperjuangan AMP Komite Kota Bogor menegaskan segera berikan kebebasan dan hak menentukan nasip sendiri sebagai solusi bagi demokratis bagi masalah status politik Papua Barat.”

“Segera menutup dan menghentikan aktivitas eksploitasi dari semua perusahaan yang ada di tanah Papua, terutama PT. Freeport Indonesia dan segera menarik militer Indonesia dari bumi Papua,” tegas Yosias.

Adolphina Tekege, mewakili perempuan Papua menegaskan, “Kami perempuan Papua tidak merasa diri kami rendah, tetapi kami terlibat dalam perjuangan Bangsa Papua ini karena kami tahu bahwa demi tanah Papua kaum perempuan dibunuh, diperkosa dengan seenaknya.”

“Kita juga tahu bahwa setiap generasi anak Bangsa Papua yang lahir dari kandungan mama-mama Papua sudah mengetahui bahwa NKRI harus dilawan, dan perjuangan bangsa Papua harus diperjuangkan hingga titik darah penghabisan,” tegas mahasiswa salah satu perguruan tinggi di Bogor ini.

Ketua AMP Komite Kota Bogor, Samuel Nawipa menuturukan, bertepatan dengan HUT Proklamasi Kemerdekaan Papua Barat ke-43, AMP tetap pada posisi, bahwa NKRI adalah musuh abadi dan akan terus dilawan.

“Kami tetap akan melawan, menuntut NKRI, Amerika, Belanda dan PBB untuk segera mengembalikan kedaulatan bangsa Papua Barat yang telah dicapolok.”

“Kehadiran NKRI di tanah Papua adalah Ilegal. Manipulasi sejarah Bangsa Papua barat melalui Penentuan Pendapat Rakyat (PEPERA) tahun 1969 oleh Indonesia, Belanda, Amerika dan PBB adalah ilegal,” tegas Samuel.

Usai puas berorasi sekitar tiga jam, koordinator aksi kemudia membacakan pernyataan sikap. Aksi ditutup dengan doa oleh seorang  mahasiswa, kemudian massa membubarkan diri dengan tenang.

AMP Malang Raya Menyampaiakn Selamat HUT West Papua Ke 53. 1 Desember 1961-1 desember 2014 

Berhasil melahirkan Manifesto Politik yang isinya:

1. Menetukan nama Negara        : Papua Barat
2. Menentukan lagu kebangsaan : Hai Tanahku Papua
3. Menentukan bendera Negara  : Bintang Kejora
4. Lambang Negara Papua Barat adalah: Burung Mambruk dengan semboyan “One People One Soul”.
5. Menentukan bahwa bendera Bintang Kejora akan dikibarkan pada 1 November 1961.

Rencana pengibaran bendera Bintang Kejora tanggal 1 November 1961 tidak jadi dilaksanakan karena belum mendapat persetujuan dari Pemerintah Belanda. Tetapi setelah persetujuan dari Komite Nasional, maka Bendera Bintang Kejora dikibarkan pada 1 Desember 1961 di Hollandia, sekaligus “Deklarasi Kemerdekaan Papua Barat”.

Bendera Bintang Kejora dikibarkan di samping bendera Belanda, dan lagu kebangsaan “Hai Tanahku Papua”dinyanyikan setelah lagu kebangsaan Belanda “Wilhelmus”. Deklarasi kemerdekaan Papua Barat ini disiarkan oleh Radio Belanda dan Australia.

Momen inilah yang menjadi Deklarasi Kemerdekaan Papua Barat secara de facto dan de jure sebagai sebuah negara yang merdeka dan berdaulat.

Melanesian support for a free West Papua has always been high. Travel throughout Papua New Guinea and you will often hear people say that West Papua and Papua New Guinea is ‘wanpela graun’ – one land – and that West Papuans on the other side of the border are family and kin.

In the Solomon Islands, Kanaky, Fiji and especially Vanuatu, people will tell you that “Melanesia is not free until West Papua is free”. This was the promise that the late Father Walter Lini, Vanuatu’s first prime minister made.

Ordinary people in this part of the Pacific are painfully aware that the West Papuan people continue to live under the gun. It is the politicians in Melanesia who have been slow to take up the cause.

But that may be changing.

Earlier this month, Powes Parkop, Governor of the Papua New Guinea’s National Capital District, nailed his colours firmly to the mast.

In front of a crowd of 3000 people, Governor Parkop insisted that “there is no historical, legal, religious, or moral justification for Indonesia’s occupation of West Papua”.

Turning to welcome West Papuan independence leader Benny Wenda, who was in Papua New Guinea as part of a global tour, the governor told Wenda that while he was in Papua New Guinea “no one will arrest you, no one will stop you, and you can feel free to say what you want to say”.

These are basic rights denied to West Papuans who continue to be arrested, tortured and killed simply because of the colour of their skin.

Governor Parkop, who is a member of the International Parliamentarians for West Papua, which now has representatives in 56 countries, then went on to formerly launch the free West Papua campaign.

He promised to open an office, fly the Morning Star flag from City Hall and pledged his support for a Melanesian tour of musicians for a free West Papua.

Governor Parkop is no longer a lone voice in Melanesia calling for change.

Last year, Papua New Guinea’s Prime Minister Peter O’Neill broke with tradition and publicly admonished the Indonesian government’s response to ongoing state violence, human rights violations and failure of governance in West Papua.

Moved by 4000 women from the Lutheran Church. O’Neill said he would raise human rights concerns in the troubled territory with the Indonesian government.

Now Governor Parkop wants to accompany the Prime Minister on his visits to Indonesia “to present his idea to Indonesia on how to solve West Papuan conflict once and for all.”

Well known PNG commentator Emmanuel Narakobi remarked on his blog that Parkop’s multi-pronged proposal for how to mobilise public opinion in PNG around West Papua “is perhaps the first time I’ve heard an actual plan on how to tackle this issue (of West Papua)”.

On talk back radio, Governor Parkop accused Australian Foreign Minister Bob Carr of not taking the issue of West Papua seriously, of “sweeping it under the carpet.”

In Vanuatu, opposition parties, the Malvatumari National Council of Chiefs and the Anglican bishop of Vanuatu, Rev James Ligo are all urging the current Vanuatu government to change their position on West Papua.

Rev Ligo was at the recent Pacific Council of Churches in Honiara, Solomon Islands, which passed a resolution urging the World Council of Churches to pressure the United Nations to send a monitoring team to Indonesia’s Papua region.

“We know that Vanuatu has taken a side-step on that (the West Papua issue) and we know that our government supported Indonesia’s observer status on the MSG, we know that.

“But again, we also believe that as churches we have the right to advocate and continue to remind our countries and our leaders to be concerned about our West Papuan brothers and sisters who are suffering every day.”

In Kanaky (New Caledonia) and the Solomon Islands, West Papua solidarity groups have been set up. Some local parliamentarians have joined the ranks of International Parliamentarians for West Papua.

In Fiji, church leaders and NGO activists are quietly placing their support behind the cause even while Frank Bainimarama and Fiji’s military government open their arms to closer ties with the Indonesian military.

This internationalisation of the West Papua issue is Indonesia’s worst nightmare; it follows the same trajectory as East Timor.

The West Papuans themselves are also organising, not just inside the country where moral outrage against ongoing Indonesian state violence continues to boil, but regionally as well.

Prior to Benny Wenda’s visit to Papua New Guinea, Vanuatu-based representatives from the West Papua National Coalition for Independence formerly applied for observer status at this year’s Melanesian Spearhead Group meeting due to be held in Noumea, New Caledonia in June, home to another long running Melanesian self-determination struggle.

While in Vanuatu Benny Wenda added his support to that move, calling on Papuans from different resistance organisations to back a “shared agenda for freedom”.

A decision about whether West Papua will be granted observer status at this year’s MSG meeting will be made soon.

In Australia, Bob Carr may be trying to pour cold water on growing public support for a free West Papua but in Melanesia the tide is moving in the opposite direction.
